The incident happened between 1pm and 1.20pm on Friday 4th September as the victim was driving from Hartlepool towards the Wolviston roundabout. He was followed by a grey or silver Ford SUV described as being “driven recklessly”.
A Cleveland Police spokesperson said: “A man, wearing a grey hoodie, got out of the SUV at the traffic lights, at the roundabout prior to Wolviston services, and smashed the windscreen of the male victim’s car.”
They added: “We would appeal for anyone who was on the A689 at that time or who may have captured footage of the SUV travelling along that road – or the criminal damage incident itself – to get in touch.”
