A licensing application has been submitted to Hartlepool Borough Council for the property at 23, Scarborough Street, off Church Square.
The proposal has been submitted by Philip Thompson, under the business name of “Dr Phil’s Real Ale House”.
Mr Thompson is well known among real ale fans as previously running a popular micropub with that name for several years in Middlesbrough.
It was named Cleveland Campaign For Real Ale (CAMRA) Pub of the Year in 2015.
The application comes after the Rat Race Ale House micropub, in Hartlepool rail station, closed its doors after 16 years serving beer aficionados.
It stated: “The pub will adhere to the micropub ethos of providing quality real ales and other similar drinks and traditional pub snacks for discerning patrons and to promote conversation and community cohesion in a civilised atmosphere.”
The report also said there would be no gambling machines or TVs, while vaping, smoking and other drugs will not be permitted on the premises.
It added: “Well-behaved” children would be allowed to enter at the bar manager’s discretion, however none would be allowed to be in after 6pm.”
The proposal also stressed numerous measures would be in place to ensure no issues arise at the premises including a thorough CCTV and a Challenge 25 policy, while it added there would be “no promotional gimmicks”.
The interior will comprise a single public space which “comfortably” accommodates up to 30 customers. There will also be a small outdoor seating area. No mention of creating new jobs was mentioned in the application.
